@Riot - I know it's only tentative, but care to explain the Viktor nerfs?

is on the weaker end of immobile mages at midlane right now. Why on earth are you even thinking about nerfing him when
are far stronger mages at the moment? Heck, Brand has been nerfed several times and is more reliable of a pick than Viktor. That doesn't even mention the assassins running around more at the moment. I used to main him and he used to be the most fun champion in the game for me. Then the nerfs rolled in alongside the continued strength of his opponents.
His winrate goes from 47-50% and his pickrate is 4%...and that's just Normals. His Ranked is worse - at Platinum rank he has AT THE MOST a 47% winrate. Then you look at Diamond and see that he has an 11% pickrate and the same winrate...only when you hit Masters/Challenger does his winrate hit above 49%...twice...in Masters/Challenger where that happens with a lot of other champions too.
I'm sure you might be asking "Why use so many statistics here?" Because I don't understand these changes. Normally, statistics are only an indicator and not absolute evidence as to a champion's balance. But when Viktor was nerfed last season as the same mages I listed before continue to be strong to this day, it all started becoming unfun. Whenever you post changes on the PBE, I try to look at what you guys see to improve the health of the game. What on earth does nerfing Viktor AGAIN do for the game?
I haven't seen a Viktor in any Summoner's Rift game in over three weeks at Silver-Gold-Plat. His early game is inferior to most of his competition right now and he depends completely on not being smashed in order to buy his first two augments. His relevance has declined, just as Veigar's, due to games ending sooner and his lategame powerspike never kicking in. Why do you think now is the best time to nerf him again? How can you even begin to nerf him over other champions that outperform him regularly in his role? Is it because he's picked far more often in Korea, despite a vastly inferior winrate to Lux/Ahri/Zed? Is he just forecasted to be a strong pick and we simply cannot see it yet? If his siege is the problem, then why not give him compensation of some kind to give him more functionality overall?
I know these changes are tentative and reversible, but can we please have some clarification here?
