Does playing Yi, Xin, WW or Udyr is also bannable for troll pick?

He was NOT banned for his choice of Champion, but for his conduct.

According to Riots most recent policy, yes. Picking out of meta is bannable.

If you are basing this solely on win rate, only Warwick and Yi have suboptimal winrates with Xin just barely being below 50% (not even 1% below).

Do not follow what most people are saying. Singed support was not banned because he was off meta. He was banned because he went support and counter-jungled. That's not going off meta. That's abusing the draft picked system to have quicker games for the sake of doing what you please at the expense of your allies games. If he wanted to Jungle, he could of simply picked Jungle role.
