Grasp is equally useful at all health levels (except full obv.) and isn't reliant on dealing lots of damage to make use of the mastery. It also deals damage to your opponent.

does it help you in an all in, as a snowball toplaner would be doing?

"a certain group of champions can make better use of x mastery therefore y mastery is inferior"

Maybe, because unlike Grasp, you actually need to deal damage to make the most out of Warlord's healing. Also, Grasp does damage.

Non-AA-heavy top laners (like tanks or casters) will still be taking Grasp simply because they won't be using the LS much. They will only be attacking one every few seconds, not constantly. Plus, Immolate makes stacking Grasp so easy.

One is in Ferocity and one is in Resolve.

yes. and merc treads got buffed, meaning that you dont need to go that deep into the resolve tree to get what you need. some sustain. bonus armor. thats all you want from resolve now. then you go for attack speed, expose weakness, vampirism, opressor, battering blows and warlords or fervor. All of those help your typical snowball toplaners.
