Because that is the very conditional method of attack she uses to fight in lane, that is arguably her only real way of asserting influence in lane. And you can do that with any champion:

P.S. That ability does cost mana.

jhin's 4th shot in lane doesn't remove 1/2 of your hp, and i didn't say jhin was weak

it doesn't remove the last half and you said said that i said jhin was weak, else why the fuck are you bringing jhin in the conversation? jhin has nothing to do with miss fortune being broken or not

and while jhin's 4th shot doesn't cost mana, it has a long cooldown and if jhin just use his 4th shot on you he has 3 sec of reload where you can destroy him

miss fortune just stands behind and uses your minions against you

People tend to overlook that the only reason MF went from very strong to mediocre in the preseason was because armor pen got changed to lethality. Now that lethality is moving back toward true armor pen, naturally she's going to get strong again.
