Some people wonder why Riot buffed Kalista, allow me to explain.
You see, there are three reasons why Kalista had to be buffed. Let me try to explain both of them in detail.
-
Every ADC is OP on release. Riot was afraid that Kalista wasn't going to be OP and as the weeks drew out their worry increased to outright fear. Even once a build was shown to make Kalista OP Riot was afraid that it wouldn't stick and people would stop playing her. The only real solution was to buff her to ensure that she was OP.
-
Some people forgot that Kalista had 20% HP magic damage in her kit, so they had to reduce its cooldown to remind people that Kalista had 20% HP magic damage in her kit. Much like Vayne Kalista is a champion who is all physical damage who then gets a huge %HP nuke in a different damage type so itemizing against her is all but impossible. This lowering of the cooldown ensures people remember just how good Riot is at designing fair ADCs by letting her do her 20% HP magic damage nuke more often.

Every patch needs a best ADC. With Corki getting nerfed Riot was again worried that their wouldn't be a best ADC for everybody to just pick. By buffing Kalista Riot can go home without the anxiety that comes from thinking that ADCs might have to make difficult choices. Picking for counter picks or because of kits is so top lane. Picking because you're just the best is so ADC. ADCs need the stress that comes from actually thinking about their kits removed so they can keep all their mental focus on the daunting task of right clicking and blaming their support.
