Two players can have 1600 MMR
But one can be Gold V and the other can be PLAT III.....how does that make sense

This will probably help you to understand if you are willing to take the time to read:
That is regarding placements at the beginning of the season and is completely irrelevant to this thread

There is an entire paragraph in there related to MMR in relation to the League system and why a person's displayed rank could be different from what their MMR would imply their ranking should be.
You might try actually reading something before you state something entirely false mate.
The reason that entire thread was linked instead of me just restating that paragraph is because this type of question often comes attached to other questions related to MMR system and the League system and that thread has a detailed explanation of both, both in the op as well as in comments that address additional questions from other players.
Seriously, use that brain next time and you won't get that foot caught quite so far down that throat of yours.
Actually, the disconnect between MMR and division placement/progression is exactly why 'tiers' alongside promotion series is flawed by concept.

Well naturally. The MMR system as the base system in a team game is never going to function properly. Adding a second poorly designed system on top of that layer to try and "cover it up" only made the ladder more of a mess than it was in season 1 and 2. Quite simply, the systems haven't ever functioned properly and they never will, which will lead to confusion and some strange scenarios like what the OP of this thread came across where players have a "boosted" ranking or a "tanked" ranking.
MMR has nothing to do with rank.
No, it does actually.
If you MMR sucks, you quite frankly will have a MUCH harder time climbing to get a better rank, as the system will notice this and throttle your LP gains.
On the flip side, if you have a much higher MMR than your current rank should, it does the exact opposite.
So in essence, you are very wrong, as MMR has a lot to do with rank, it just isn't the exact measurement of rank like in seasons before the terrible bronze/silver/gold etc ranked ladder. MMR just says where you "should" be rank wise, just not where you are currently.
But how much LP it gives you per game isn't based on your specific MMR. If your team's total MMR is lower than the enemy team's, it gives you less LP per win. If your team's total is higher, you get more LP per win. People with high MMR are often matched up with people that have lower MMR, and as such, often wind up being on a team that gets more MMR per win because of the difference in MMR.
And what I meant by that is that your MMR doesn't determine your current rank.
League of legends elo system. ELOs (E.G. gold/bronze/silver/challenger) are just a fancy sheet over the MMR system. What really matters is MMR in league. You get placed based off MMR, not ELO. That gold 3 player is probably getting 25 lp a win and that plat guy is probably losing 25 a loss...

This is the second time in two days you misuse the terms MMR and ELO mate.
MMR and ELO are the same thing. Its the SAME system. ELO was a system designed for chess, league used it for their ladder, and then rephrased the term to "MMR" at the beginning of season 3.
There is not a MMR system AND an ELO system. There is an MMR/ELO system, and the League System. You really need to understand the difference between these so you don't confuse other players by misstating things, I understand you are trying to help, but you need to correctly identify the things being discussed if you want to actually help other players mate.
One more time for you:
MMR=ELO. They are the same thing.
League System is the thing with divisions and tiers and League Points. It is neither MMR nor ELO. It is an entirely separate system.
this is the second time in two days that you are being and idiot and misrepresenting what i said. thanks.

Negative mate, you made the same mistake as yesterday. Direct quote:
ELOs (E.G. gold/bronze/silver/challenger) are just a fancy sheet over the MMR system.
No. No, no no no no. Just. No.
MMR and ELO are the same thing. The LEAGUE SYSTEM is a cover sheet hiding the MMR/ELO system.
Usually i don't share your opinion lulz but you are 100% right on that case.
Elo = MMR
You clearly didn't play when the ELO system was the main system.
Tiers (Bronze, Silver, Gold, Platinum, Diamond, Master, and Challenger) are divided into Divisions (Bronze 5, Bronze 4, Bronze 3, Bronze 2, Bronze 1, etc.)
When the ELO system was the main system, you started each season with 1200 ELO. You had 5 placement matches. If you got above 1200 ELO in those 5, you were matched with good players. If you weren't, you were matched with players who could barely even play a game at a passable level against beginner bots. This was dubbed "ELO Hell".
The Leagues system is what's currently used to figure out who you'll be matched up with, while the MMR system, which is 100% identical to the ELO system, is moved to the background to determine how much LP you'll gain/lose per win/loss.
In Normals, matchmaking is also still made using the ELO/MMR system.
If you don't believe me, here's a link to a post made at the beginning of the season that talks about all of this, confirming everything I say here is correct: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/E9nkYATc-psa-regarding-ranked-placement-and-seedings-for-all-who-are-confused
Basically, the post says that MMR = ELO, but it's behind the scenes now and it doesn't determine your rank so people don't get stuck in ELO Hell playing with people who can barely win a bot match when they deserve to be matched with better players than that.
I can understand your confusion, however, as many people do still use the terms "Low ELO" and "High ELO" when talking about the different ranks. These are simply terms carried over from the days of the ELO system, which was reworked into the Leagues system in Season 3. When people say Low ELO or High ELO, they are referring to lower ranks (plat and below) or higher ranks (diamond+), however they are also misusing the terms.
The Leagues system is what's currently used to figure out who you'll be matched up with, while the MMR system, which is 100% identical to the ELO system, is moved to the background to determine how much LP you'll gain/lose per win/loss.
One slight correction for you here, the system, as it currently functions, now uses BOTH MMR and the League system to determine who you are matched with.
MMR, or ELO, has always been the primary factor, matching players with similar MMR/ELO ratings, but because of dynamic queue and the amount of people allowed in a premade, there are additional factors that are determined by the League System. The League System is what is used to determine if you are allowed to party up with another player, it does not take into account MMR for this at all, the restrictions are purely League System based (ie: silvers can q with bronze and gold, gold and q with silver and plat, diamond can q with other diamonds within 2 divisions of their own displayed ranking or a diamond 5 can party with a plat 2 or plat 1 as well).
So now, both MMR and the League System (provided you are playing as part of a premade, solos will still be matched purely based on MMR, although they might be paired with a premade who is influenced by the League System restrictions) have some degree of influence over who you are matched with.
when you belong at the rank your MMR matches. you get as much lp as you lose. which is usually around 20
One probably had a better spread of winrates early on and got up to plat III, the other likely had a statistical anomaly early on with more losses than their skill level would entail, so they need to climb back up as their statistics even out again.
