The sad thing about league balance...

Is that they don't actually balance the game to make it fair

they balance it to make it fun and new. That's why there is a meta shift every few months - to keep the game fresh, even if unbalanced. Riot KNEW the juggs were OP, and could have quickly nerfed them... but they wanted to change the game to a new meta to keep it fresh (previously it was in "transitional phase" from the tank meta, now with the new AD assassin item + TDR being op I bet we go back to league of assassins). It's also why champs like Zed, yas, ahri, kalista, thresh etc will always be either good or op, because Riot KNOWS they attract a lot of players, skins, and keep the game "fun", at least for those that play them. Riot is never going to go the DOTA 2 route of actually trying to make the game perfectly balanced, rather than having meta shifts and perpetually op/flashy champs - it makes money.

Well, it is a game, and games are played to be fun, arent they? If the game kept the same for 3 years, everybody would become bored and leave the game.

they should just balance the game, and then make more champs - that would keep it fresh AND balanced. Right now it's perpetuallly unbalanced and champs come out only once every 2-3 months.

if thhey kept making new champs, the champs that are frustrating will increase in number. more troll poles, and hit/forget walls of delete projectiles.

Wait wait wait, you think it was Riot's fault for the catastrophe that were the release Juggernauts? With the exception of Mordekaiser, the Juggernauts being drastically overtuned on release was the community's fault. Everybody on the PBE bitched and cried that Garen and Skarner were gutted, while Darius fell to sleeper op in most people's eyes due to how clunky his new Q and E felt to Old Darius mains. It was the players' fault that Garen and Skarner were buffed shortly and/or on release, and Riot was only doing us a solid by actually listening to the community. And guess fucking what, Reddit knows balance.

It seems to me that you do not actually know what happened in regards to more recent metashifts, but I assure you, Riot is not to blame, especially on this particular matter.
