Can we talk about Locket of the Iron Solari ?

Hello :) Locket is a "support " item that all we know about , but it is not the strongest when used by an actual "support champion " , instead using it on a cinderhulk jungler or a tank top laner will be far more stronger (not the case with redemption , as it needs you to go support role /build in order to use it for its most .) . And as far everyone knows , support items sucks in Health regard , so they have to build some non support items that give some health , to make your "support item" work better , and knight vow gives so low health (because it get abused by other lanes ... ) so I think there need to be some other mechanic for locket to work , so sups using it will make it stronger than laners . maybe %base health + %bonus health , and make the base health scaling much stronger , or give it armor + magic resist scaling instead ?
