well i do fine against lux, all you have to be able to do is dodge. If you dodge her stun and slow she is useless.
Her mana costs are so high she can't spam skills in lane or she will run out of mana before level 3. I don't know why you are complaining. Stop playing locked screen, never stop moving and capitalize on her when she runs out of mana. It's so simple it's stupid. By the way she has a 16% pick rate in plat+, maybe it's because they actually know how to dodge?
