isnt the jhin ult change on the pbe a nerf until 80% missing health?

2×80=160 2.5×80=200

If a shot at 100% hp would do 100 damage the first scenario at 80% missing health would do 260 total damage. With the pbe nerf of a slight base decrease on the shot by roughly 20 damage so 80 damage at 100% health. At 80% missing health with the second scenario of 200% bonus damage the shot does 240 damage.

Overall nerf maybe. Sorry for poor writing, im a bit drunk.
