Why do people with 2 gapclosers in their kit and a flash as their summoner spell need a FOURTH gapcloser in an item?
It's already hard enough for me to catch them without running flash myself.

Flash is 450 units. The belt also has a lower cooldown than flash. They can just dash toward their turret when I gank (which isn't blocked by a wall), go b, and then similar to Leblanc's passive it will be right back up and off coldown when they come back to lane and overextend again.
It's so safe that it will probably be rushed on most APs for laning and then sold in a final build (if the game lasts that long)

so really there isn't any change there, they are already ungankable so they are as cancerous as ever.

The problem is, as a jungler, you really can't fit Rocket Belt into your build. You already have a mandatory jungle item you need to rush to be relevant.
