Infinite ammo

He has no ammo, but if you are talking about his Q, the move that starts off doing 20 damage, yes he can use it multiple times. I am sure that 20 hp lost is killing you.

No reloads

He has nothing to reload, but if you are talking about cool downs, yes they are low, no they are not broken. His cd are low because his kit is designed to scale into late game, meaning he does little damage early, forcing him to need lower cd.
