Create a window where we can trade rolls before picking champs

As well as pick order. That way, if the Support who's last pick wants to play Soraka (or any other pick/ban champ), they don't have to hope the first pick owns her, or suffer when the enemy support gets her because they happened to be randomly placed ahead in pick order.

Edit: This window would need to be as soon as they get into the lobby, before selecting bans. That way, if you trade to first pick you're at least giving the original person the chance to ban.
