Make it so a jungler can stop people from snowballing

Currently you get so little XP and gold, if an enemy snowballs when you're jungling (your bot lanes feeds 2 kills before you can even get your second buff and proceeds to feed all game, mid lane is 0/7 5 minutes in, etc.), you can't do anything at all for the rest of the game. And the entire game it just gets worse because then the adc blames the support, mid will blame top for a roam (even if pinged and we had wards showing them roaming), so people just go on tilt and feed more and more. Then 20 minutes in the enemy is 4 levels up on you and pushing your base already, and you have no way to do anything. And you can't shut them down early unless you're someone like Lee Sin or Jarvan. (If you're playing say, Maokai or Nunu, forget about stopping someone from snowballing, especially if they are someone who actually scales well into late game like Master Yi or Twitch).
