People know what wards do in gold, they are just making poor decisions but vision is rarely a problem even in gold, and the same goes for anything above as far as wards are involved.
And you dont fricking need to play a champ to tell what they do.
Fact is, the moment zed gets through his very, very safe laning phase he can immediately start roaming around, towerdiving a slow target like say Ashe is easy for they can never hope to escape or survive a combo without flash.
Then he snowballs ridiculously hard, all while being quite safe due to his mobility.

They might be a bit bad at using pink wards but as long as they respond to my pings i dont really mind.
Of course there are people who seem to have muted everything and everyone and cant see pings but those are thankfully few.
I think you underestimate just how worried people are about letting an assassin...or something else really, snowball off them O_O
IDEMO NA MUDA1 votesUsually, since i am playing flex lately until meta becomes normal again, even tho i am p1 on flex and d3 on soloq, i often get golds / low plats in my games and even if i ping them on their champion so they CANNOT unsee the ping, they ignore it and they die. That can happen in every elo until diamond unless you've got a boosted / hardstuck d5's. Played with a d5 botlane today and even after my every ping wasted on them and every ping wasted from my midlaner, they managed to die because they just can't fall back.

If it's at 10 minutes, then not very many take it at all because it takes too long to come online. 8 minutes is the perfect middle ground tbh. Not too early that it's mandatory and not too late where there were 5 or 6 times were you needed it, but it wasn't online. Even at 8 minutes it's still not that popular so I don't know why they're messing with it again. If they really want to increase it, then 9 minutes should be max, but 8 is fine and there is no reason to buff or nerf it.

Honestly, the rune stopwatch should simply be destroyed upon consumption to make it balanced. It provides 600g by it just existing, which is incredibly overpowered. It should be something that can act as that gold amount or have it be one use with no 600g benefit attached.
