"Vayne is a good lane bully" you lost all your credibility right there. She has no pressure in lane compared to the other adc. She can only stun if your by a wall, her tumble is nothing. Vayne is like trust. Super weak early but a god late game. She is fine.

Counterplay to Vayne:

Mob her down. She excels at 1v1s, so don't let her have them. The only way a Vayne could survive all 5 members of the enemy team collapsing on her is if the Vayne is extremely skilled, in which case them picking Vayne is not the problem
Pick . She has burst to take her down before Vayne can get her damage off, and is a better duelist than Vayne.
