why do i get matched with people i reported?

this guy instalocks azir at last pick, forces our diana to go top, then feeds 3 kills in 4 minutes. ends up 5/17 with 100 minions at 44 minutes with one finished item. all while crying that "there is not meta enforced you can't report me, i said i was going mid and no one cared so i went mid anyway" i report him for griefing, and then next game i get him again on my team. wtf riot.

Reporting doesn't stop matchmaking, otherwise you could just do superflous reports to anyone you don't want to play with again. You did your part to report him for griefing, if your team did so also, he'll likely get a penalty. If I don't want to play with someone I was just in a game with, I don't re-queue quickly.
