Transcendence in URF

To be honest, Transcendence should've been part of the URF buff from the beginning of the mode.
There are just so many items with CDR that it feels bad to build in a mode where CDR is a useless stat.
Except you'd be playing with 40% cdr well they have 80% [sg-ahri-2] Predator to lane :'3
????????????????????????????????????????
You get 80%, and every 10% you get from items gives you 20 AP after that
So
gives you 140 AP,
gives you 120 AP,
gives you 100 AP, etc
I just know if you take the mastery that gives +5% max cdr the transcendence overrides it and will still cap you at 40% you just have 5% already started. So if you start with 80% but you have the 40% you would get 40% cooldown in adaptability and would be a lot stronger early levels but you'd sacrafice 40% max cdr for the majority of the game for that buff.
