I think these rare cases of reining in builds like Tank Pyke are less about forcing a meta and more of trying to curb on unhealthy playstyles. I mean, they did the same thing with Tank Ekko.
The flexibility of the meta is fine, so long as the gameplay remains fun, healthy, and interesting. As another example; Look at the nerfs/rebalancings to Taric, Nunu, and Master Yi meant to curb resource-funneling strategies because of how uninteractive they are. That is as much of Riot "forcing a meta" as pushing Pyke closer towards his intended AD-builds is.
Plus, there should be some allowance for designer intent on some aspects of the game. For example, Pyke is a Support Assassin. He's meant to pick out and isolate targets, dip in, gut someone, and bail out. He's meant to build hard into killing tools like Duskblade and Maw of Malmortius, not suiting up in five tank's worth of armor and being the worst of both Tanks and Assassins.
Hell, they foresaw people would build him like that ahead of time, which is why they put that health-to-AD conversion on his Passive. Even still, that didn't stop people from going with a less fun, more effective option.
But, of course, let's just point at Riot narrowing one Champion's build path closer to the intended design and say "lol, totally not forcing a meta" while ignoring the dozens of examples of non-enforced meta shit right beside it. AP Irelia is a genuinely effective thing, and she's been seeing play in nearly every role.
We have Fighters and Mages crowding out bottom lane, and plenty of other oddities to find.
And for all that, all of the nonsense opened up in the recent patches, god forbid they have any say on how an AD Assassin Support should be built.
Well.
Pushing him towards his intended build path is still forcing the meta.
META means "Most Effective Tactic Available".
Currently, that's Tank Pyke.
If Riot gets rid of Tank Pyke, they get rid of the Most Effective Tactic Available.
Ergo, they force the meta.
And my problem isn't them forcing the meta.
My problem is that they force it, and then still try to act like they aren't, when they clearly are.
