Riot wants to test banning champions for ARAM, so an account built around having a strong ARAM pool can ban out the weakest champion in their pool to have even better odds of winning. And if you're on a team with similar accounts you all can ban 5 of your champions. Never have your pool damaged by free week champs ever again!
Except pure ARAM accounts generally only want to play 
and GL ever getting those champs through ban phase.

There's 42 champs (triple the normal 14) in the ARAM free rotation.
While there's certainly a concern that ARAM-optimized accounts will just shift to the next-strongest champs, hopefully the buffs and nerfs will make relative champion power disparity less drastic.
tbh aram should have the full champion pool unlocked
