something needs to be done about camping early game

completely zone a laner out by sitting in the bush for nearly 2 minutes needs to be addressed, im fucking sick of losing to this shit, i get top lane and i cant even farm because the jungler, just sits in the river bush for nearly 2 min, then comes back to gank 30 seconds later after they leave. there is no penalty for it, it just fucks up the enemy laner and since such a small gold advantage usually decides a lane, esp if they manage to get a kill, personally im all for another jungle xp nerf, to make it so while you have an un-upgraded jungle item you CANT recieve xp from lane minions, meaning junglers are punished for consistently ganking as they can no longer tax xp from lanes early on

there is no penalty for it,

Forcing ganks or camping laners has inherent drawbacks, if the enemy jungler is camping you that means:

  • His camps are completely free for your jungler to take.

  • The enemy jungler is giving up objective control (camping top loses dragon pressure, camping bot loses baron/herald pressure)

  • Your jungler can set up a countergank if they're ahead or you think you'll win the 2v2

  • The enemy jungler's other lanes are free reign for your jungler. If he's camping you in top lane, your bot lane or mid lane is a free 1v2.

Camping is a legitimate strategy and can't/shouldn't be "fixed" in any way. Learn to freeze waves efficiently and deny the enemy jungler ganks, ping for your jungler to make plays in other areas or set up a countergank, and ward when you can.

Not even that, but it's also siphoning off XP from their laner if they're camping too close or hard enough.

Both the enemy jg and enemy laner lose out if the camping doesn't pay off, and that's before even considering the free map your jungler has then.

Of course, though, that other bit does depend on your jungler actually doing anything. o3o

i have never seen my jungler's do anything besides feed lately, additionally they only camp for the first 5ish min, you cant setup shit because none of the objectives are even up, but it's enough to where the lane is completely lost since top has juggernauts and they snowball hard if you can't punish them for their initial weak early games (1-3)

Okay, a few things.

1 - Even in this scenario, everything I said at the end of my comment still stands. Learn to freeze waves, try to ward up, keep tabs on the enemy jungler, and back off when necessary.

2 - Your jungler not doing anything is an issue however ultimately the enemy jungler is still setting themselves back by camping you (if you play around the camp and don't die to them)

3 - Dragon and baron may not be up but red/blue buff are and they're integral to a jungler's rotation, clear, and ganking potential.

4 - Games aren't ever over until a nexus explodes. Just because you die once or twice to a camp doesn't mean you're going to lose lane or lose the game.

1 - no mattter what i do, unless i don't last hit at all my wave ALWAYS FUCKING PUSHES, EVEN IF THEIR BLINDLY ATTACKING THE MINIONS, DON'T ASL ME HOW, I DON'T FUCKING KNOW

2 - When it's taliyah there isn't much you can do, she throws you out from under tower

3 - the jungler already has their buffs when they start ganking, they literally go buff, buff, camp

4 - but when my jungler starts flaming me because we lost against my laner 2v1 and they start inting it is over\

AT this point, im going to have to give up the champs and role i play just so i know we don;'t have a brain dead fucking jungler, even though i hate the fucking jungling

What was your jungler doing during that time?

Counter-jungling? Power-farming? Ganking other lanes?

This is a team-based game. If the enemy team is pouring all of their resources into starving one lane, your team should be countering their team elsewhere.
