Why does rumble deserve a perma slow?

Well, its the item thats clearly the problem not Rumble. needs some serious changes. Its just too good on pretty much any champion that scales off of ap. HP gives good tankyness, slows are nice, and the ap it grants is not shabby.

It's like this item is aimed at champions like Rumble, weird.

Rumble with was never considered a huge problem before buffs to Rylai's and very significant relative nerfs to other AP itemization.

It was just considered his core build, with him being an extremely situational pick outside of a few select players.

The slowing isn't the problem, tbh. Its masteries this season, Rylai's having too much AP, and he doesn't have any super heavy counters that are meta like he usually does.

Rumble might need nerfs, but the slows with Rylai's absolutely are not the reason for it. The damage he gets for building 3 semi-tanky items is just absurd at the moment. Rylai's overloaded AP is only a small portion of the problem.
