active shouldn't be buffed, but when a tank like braum/tahm kench buys it he wants to be a TANK, not dying in 2 seconds because of buying an expensive 400 hp 20 armor item

Also it's meant to fit a support's budget without being super strong for a solo laner to pick up cheaply.
