Riot needs to rework their live balance systems and live balance departments completely
Im convinced that scheduling, measured approaches and constant playtesting combined with the rundown and community backlash from PBE is causing them to be unable to complete changes that aren't minor.
Whether you agree with their balance decisions, their actual performance seems to be declining. I've been with this community since Season 2 began and I have noticed that it was getting better balance wise in terms of performance until around Season 4. Since then its been on a rapid decline.
They don't have enough time or resources to fix any of the actual problems with the majority of characters, yet they still have to release those basic and unfinished changes and deal with the backlash from it.
Smashgizmo in particular used to stream quite a bit until all of the comments on the stream were just bashing on him for what he did with Olaf. Yeah what he did sorta helped with gamehealth but there was no way he could possibly fix Olaf completely with the amount of time he was given and the deadline he was assigned.
Same thing happened with Veigar and Morde and Kass. They are all characters that require huge amounts of changes to make work and also be healthy, but its impossible for them to do it.
They need more aggressive and assertive and ultimately more risky changes and initiatives. They are becoming increasingly sheepish and hesitant when it comes to any amount of balance, as we can see with 5.4 and the jungle changes as a whole.
