Make it so only Braum can apply passive stacks.

I’m not saying this because I hate Braum, he is one of my favorite supports. I’m saying this because his passive takes up too much of his power budget to where he had to get nerfed in certain areas to where he uses a lot of mana and can barely tank anything. By making his passive weaker he will be able to get buffs in other areas similar to how they removed Rakan’s flash ult in exchange to rebalance his power budget.
