As I am writing this, I am playing on a team with an unranked shaco and an afk kat. This occurred shortly after I failed my promos to get back into S4. I am currently going positive in KDA, but I know I will not win this. I am presently being camped by the enemy jungle because our mid is uncontested and our jungle does not understand how to play Shaco at all.

Your system is forcing undeserving players to lose games they should otherwise be able to win. This is utter bullshit.

Hi, welcome to silver. Sucks, doesn't it? Note: it's worse toward the end of the season.

In theory, it'll balance out. The reverse situation will happen equally as often. Though it may be hard to see that when you're in your promos, or when, say, you go on a long losing streak due to these kind of shenanigans.
