Lucian can't activate his own W speed buff?

There are so many little mechanics that don't work right I don't know where to begin. Today, I noticed another one. I fired off a w at a Yasuo who was in attack range. I immediately began to auto attack. Lucian auto attack actually landed first because the projectile speed of his w is that slow.

Guess what? I did not get the 80 movement speed buff and the Yasuo was more than delightful to walk away before I could get another auto attack off.

Another thing that pisses me of is the fact that the speed buff only last 1 second now. I've had several situations where I'm chasing someone and it wears off before I can land another auto attack. I know his team can help keep it active, but does that mean Lucian should be forced even more to rely on his team? He all ready has no CC.

Does riot even test this changes when the release them?
