I don't think buffing Sejuani through her damage is a good idea

Riot tried this before. It did not turn out well.

Furthermore, the champion Sejuani is most similar to is Amumu, who has two cc abilities on his kit and two abilities that ONLY deal damage while Sejuani has 3 abilities with powerful cc on them and her Q and R matchups deal strictly superior forms of cc to Amumu's. Superior damage output should always end up being what distinguishes Amumu from Sejuani for these reasons and Riot should look to improve Sejuani by bringing out her AoE cc power (maybe by giving back some of the duration on permafrost).

If she has trouble on her clear speed then I think a monster-only damage boost is a better idea because Sejuani being able to deal a lot of damage while clogging up enemies and having some of the best base defensive stats in the game is a combination that we have seen before and it had to be stopped.

Her early Permafrost damage isn't a huge deal against champions, this is primarily a clear buff. And while they obviously could have just done a % damage increase to monsters it is pretty clear that Riot isn't a fan of doing this - to date the only champion I can remember with bonus damage to monsters on their abilities is Shyvana, and Riot gave her that because they were trying to push her out of top lane and into the jungle.

This is a buff that eventually wears off once the game goes later and is a pretty meh increase in damage early (20 damage is fine but let's not go crazy here). Let's just see how it works out before we assume it's disaster and propose overly complex alternatives.

The buff to her W will be more significant than it first appears and while that might still add up to only a minor buff, I think it's still the wrong direction for Sejuani since most players still look at her kit and don't understand how she isn't just Amumu with less damage.

Also, it isn't primarily a clear buff, permafrost is far and away the most dependable source of damage from Sejuani in a fight. Dealing 20 more damage with permafrost means she will always deal 20 more damage to every target in a fight in the early stage of the game. 20 damage isn't a lot but permafrost damage is more important in fights and ganks than against camps.
