Why are you making Rylais another CDR/Mana item lol
There's already plenty of options for both mana and CDR. Rylais has a great niche, it simply needs to not give 100 AP.
It's such a simple fix, I can't fathom why you don't go with the simple solution here. Hell, even look at giving another AP item 100 AP (Liandrys maybe?)
