Then you're just as bad as the guy who DC'd in the first place. There is a reason they have a SURRENDER vote. Just because someone won't surrender doesn't mean you can just go AFK.
I can't defend the OP, since I agree he shouldn't go AFK. HOWEVER, it sounds like it was a 4v5 and the fight was already effectively over. However, one thing that LoL/Riot doesn't have is a way to end fights like this quickly unless the losing team agrees to surrender or the team in the lead decides to push forward and end it. Both don't happen all that often.
What you end up with is people like the OP who know the fight isn't winnable, but who can't leave until the fight ends. He tried according to his post on 2 occasions to surrender, but other players on his side insisted on fighting to the end. At this point you have a problem. One player wants out, he's done, and in this case with an AFK you have 2 missing. But the system is saying "just because 2 players won't surrender, you have to stay in this depressing game until the other team grants you mercy by pushing through and winning." And if the 2 players still fighting are good enough, that can take 10 minutes or more of frantic but ultimately useless defense of the Nexus.
In that situation, what is right would have been for the ones voting against surrender to have accepted it.
The only solution I can think of would be an extremely public announcement that in any situation where a player is AFK/disconnected and a surrender vote is taken after 1 or more inhibitor is down and the other side has its inhibitors up the accumulation of IP and XP for the losing side stops immediately and they get no additional XP/IP for continuing to fight. They don't lose any, but they can't gain more just for extending the match, like they do now.
It might get a few more people to be willing to surrender once the fight reaches a certain stage.
