Why do people refuse to get Maw when they are against an AP heavy mages?

This item was literally built for that purpose alone. But more often than not, with the exception for zed talon and yasuo, not one gets any mr, they just go their respective "starting items" and get mad when they get bursted down. Like come on, build paths are not 100% set in stone. If you need MR to survive, they why dont you get some? Has anyone else experienced this? For me it usually is my ADC and my JG who refuse to buy it.

People think damage first, sustain after. For me, I get Maw as my 3rd/4th items in lane as it is not needed until their power spike. Hexdrinker is a bit of a waste early game unless they are stomping you.

while I understand that damage is important, maw does offer quite a bit, 55AD 50Mr and 10Ar Pen for 3250g and get a kickass op passive, that can make up for item 3031 since you get the armor pen and passive buff

in that situation first buy ie> maw for adc's

I would have literally no problems getting that as a 2nd item if I was afraid of an enemy AP. LeBlanc on me? lol jk lifesteal/magic shield (Though I don't think a Maw would save you from a good LeBlanc anyway.)
