Could we possibly get another Brutalizer Item with changes?

While it is nice to have the extra HP and CDR, the new Cleaver kinda screws over some champion's early games. for example (this is based on laning not jungle) needs early armor pen, but Youmou's isn't really that great on him, so I either rush Cleaver and have no early armor pen that I need, or get the Brutalizer which can only become Youmou's which I either sell it [the Brutalizer not Youmou's] after I get Last Whisper or not have the early pen and get forced into getting a full cleaver early.

On the bright side late game Cleaver is better because Phage for sticking and better stats, so I can tack 10% cdr off my scaling runes. Still, eh, armor pen runes I guess. But that is way less AD going Phage + Pen runes (5 less than Brutalizer plus no AD runes) and the only upside being Phage passive and 200 hp.

I still don't like the general idea of having only one upgrade for Brutalizer outside jungle. Because unlike when was introduced Brutalizer did have 2 separate build paths, whereas Bami's was only for Sunfire originally.
