Can we PLEASE nerf Hecarim already?

It's getting really damn old seeing him oneshot whatever he wants while being the tankiest shit running at mach 5.

Every time he's allowed to be good its the same. Runs around one shotting everything with 0 counterplay. Why is he even allowed into the meta? He is not healthy, he is aids to play against and has always been. why are we still stuck with this mediocre balance team?
