@Meddler. What kind of buff does the Cassiopea rework need?

For those who don't know, Meddler has made a post stating that Cass is a bit on the weak side of the mage updates.

What I want to find out is does she need a buff in numbers, mechanics or both?

IMO she feels very slow due to her cast times. I'm not sure which you'd remove, but for a mage that's supposed to wind around kiting, having to cast your abilities is a bummer.
