Why mass rework of juggs/marksmen/mages happen before mass rework of assassins?

Seriously no single group of champions have caused so much balance and game health problems. Whole concept of strictly assassin champion is outdated and not needed in the game, and Riot seems to be aware of that, since in last 3 years only champion released even close to an assassin was Ekko, who still is more of a light magic damage fighter than assassin in sense of Zed, Rengar or Akali.

Assassin players often point out how those champs are important to balance of the game, but there are masses of other champions who can "infiltrate the backline" or "shut down the carry" in much healthier way - i.e. so-called divers - and honestly all champions in the game "punish enemies for they mistakes". Sad truth is that assassins exist only because many players enjoy powerful feeling of easily one-shoting people.

Aside from few exceptions like Kat, assassins also suffer great identity problems - Diana and Akali are known for being virtually identical and take turns in directly outperforming each other. Most of the time there is absolutely no strategical decision in picking your assassin except for picking the strongest at the time, maybe except for taking one of right damage type to fit your team.

So, why are other classes, with champs like Vel'koz who pose literally 0 problems except for slight identity issues or poor execution of theme being reworked first, when assassins clearly need it much more?

Well, if the mobility creep they decided to help those bruisers with no real gap close. These "powerhouse" juggernauts they called them. No one liked the overbuff. But right now in this tank meta, they are a pain to kill and do good damage. Now they are in a better spot. So mages. Immobile mages specifically. Seeing the common thing going on? Immobile. They're doing Malzahar Brand Velkoz Vladimir iirc. Which scares me because two of those are the tank killing mages, 1 is a tank mage with super sustain which helps vs assassins, and of course there is Vel Koz. How they are going to "specialize" these mages idk but I really hope they don't make it where they are super niche. But it is mostly the immobile part they were going for. Garen Darius Mordekaiser (even those Garens Q but you know......whatever riot) and then along came Illaoi who is basically another jugger. They're trying to fix mobility creep relevance. If someone lacks mobility, they should make up for it in utility or power without being "toxic". Because apparently sustain, HP shred, and the ability to assassinate as a mage is toxic.

Assassins cover a very specific niche - Kill vulnerable enemies before they pose a problem. Others can do this, like the divers you mentioned, but divers have much more trouble dealing with a frontline. Divers also make much better 1-on-1 duelists, overall tankier than Assassins, while Assassins are squishy, but very mobile and good at roaming. Their roaming specialty is why they're often cited as 'punishing people for mistakes', like traveling where they don't have wards. Other classes CAN do this, but Assassins _specialize _ in it.

Assassins play a game more complex than just 'burst a squishy'. A good Assassin pays attention to the map so they can track enemy movements. They generally make better scouts, because their mobility allows them to escape in most cases. A good Assassin wards the map deeply, so they can catch an enemy when they're most vulnerable. A good Assassin waits for the perfect time to join a teamfight, before shutting down someone who is of high priority. In these ways, they're very different than divers. Divers have more tankiness, but less mobility, so they're generally better at engaging than an Assassin. They're also better at saving themselves if they get caught out, while an Assassin who gets caught is generally dead.

Assassins are healthy as a whole because it's a meta game. You need to play the role of a chessmaster. The presence of an Assassin changes the way you need to play, and that's a good thing. You need to be one step ahead of them, warding your flanks, warding your jungle entrances, and working together, because an Assassin is a solo-artist, roaming the map alone searching for opportunities to assassinate. The counterplay is teamwork.

Does not explain the slightest why would they be reworked before much less problematic classes. No mage or marksman ever posed as much game health problems as Rango consistently does.

I beg to differ. Rengar has been much less of a problem than Quinn. Less than Kalista when she was new. Less than Ezreal during Runeglaive's release. Less than the juggernauts when they were updated. Less than Tahm Kench right now. Less than Lee Sin forever.

Assassins as a whole have counterplay. But that counterplay isn't obvious, and requires experience and meta knowledge.

I'm much, much less concerned about Assassins than I am about ADCs being everywhere. I'm much less concerned about Assassins than Devouer+Guinoo's junglers. I'm much less concerned about Assassins than Tank Fiora and Yi (Who are getting nerfed soon).
