I find it hilarious. It probably took them all of 10 minutes to make it, and think about how funny it is, thinking about how many people are going insane over it with joy, rage, confusion, disbelief, what have you, and how many of them won't realize what it actually is.

its an item used for testing stuff internally, obvoiusly.

its not an item that should made made it on to pbe let alone "live client".

and their, disabling it from the three current maps, doesn't really say much when they frequently have rotating game modes that aren't on those maps, and the carelessness that allowed this item to go live even in its disabled state with the current 3 maps, could have easily gone unnoticed and when they next rotating game mode went live the item been purchasable.

i reiterate, this isn't something that's should have made it past internal to pbe, let alone live servers, it should have been pulled from the client _well _before they uploaded it to pbe.
