Ryze is being nerfed before Cass/Ori
Yep, this is real life
don't get me wrong i'm happy about this, but Cass remaining a lane bully+hyper carry while being more toxic than
doesn't make me a lot happy

You need to read patch notes more closely
hint:
Yeah even though Ryze does not use rylais and the others do, I am concerned for Ryzes average Winrate. He is very low overall throught bronze to diamon, and also fairly low in just diamond plus about 45% winrate. I know winrate isnt the only factor and pros do well with him. But he is getting some decently large, about 1/5, of movespeed nerf to his q mid to end game. Also reducing damage to his q. Others are getting their nerfs, but some are not that feel much more consistently strong on a lower playing field. It is probably because of their ability to punish enemy mistakes, and higher levels make less mistakes, but ryze is a fairly short range burst mage, if he doesnt have speed or damage mid or late game, he wont stack up to someone with aoe cc or zoning or percent health damage.
And...your point?

Syndra already has a nerf, and I can bet if I were to check right now half the issues everyone who plays a Sin continues to pattern of waiting until 40mins in game to build some MR.
Edit You played Talon twice and the one time you won you built MR....see the pattern here?
Ori had the "bug" that made her w near unavoidable removed, that's why she had a 2% winrate drop after 6.23.
Ryze doesn't rely on Rylai's...
Syndra has nerfs on the PBE, Cass got nerfed this patch with Rylai's nerf and Ori got nerfed a couple of patches ago with a bugfix that impacts her very negatively. Nothing for Ryze to hide behind.
