I'm a bit nervous about this post; I'm not really that savy when it comes to gameplay and I stick to Normals for the most part, but I heard a rumor that Riot may try to phase-out Drain-Tanks like Swain. I'm just curious as to why riot might want to phase it out, as I tend to like that playstyle. Does it hurt the game, is it just not that viable anymore? Is it Game-breaking? I just want to know what might be their thought process on this. Thank you for reading.

They aren't going anywhere, buddy.
According to Riot's logic, if you're anything that's not an adc, draintanking is unhealthy, but if you're an adc it is very healthy and should probably be buffed.
Riot has always hated conventional ones, champions like swain, vladimir, & morderkaiser; the idea of someone being durable by using your vitality against you, damaging you and sustaining from it. They've nerfed warmogs a few times, and deleted the item will of the ancients years ago to deny them from functioning, using the excuse 'sudden big heals are unhealthy'; despite the fact lifesteal on marksmen restores a massive chunk of their healthbar for free because of critical hits, and changing support items to have stronger heals. Part of the problem is grievous wounds (and how accessible it is), which cuts all healing roughly in half, so self-sustaining champions have to have powerful healing or they're useless, the flipside being they're too team reliant because they cannot function from all the countering.
If it's any assurance that this probably won't happen, Swain is getting a larger scale rework relatively soon and I remember a Riot discussion post saying they'd like to maintain his "drain tank" identity.
