Need an "X Number of Games Played With Champion" Requirement for Ranked

Just played a game with someone who, upon searching his Match History, had not played the champion he chose in the past 4-5 months at least [thats as far back as i went]. Worst yet, they took them into a different lane against an unfavorable opponent. Needless to say they were the reason we lost, pretty sure they were throwing on purpose too since they would stand under turrets and taunt or during teamfights would type in chat how he couldn't get hurt which was a lie because he had triple the deaths of everyone else.

Anyways my point is, if there was a "games played" requirement before going into ranked this problem wouldn't have happened and we would have won a game we absolutely deserved to win had he not thrown hardcore. I don't know about you but I am bad so i practice a champion, role, item build, etc. several times before taking them into Ranked. It would be nice if at least the champions required a certain amount of games played, that way I don't need to worry whether or not someone has ever played their champ before.
