Why didn't Ahri's charm gain the buff?

As in why wasn't it "if you land Ahri's charm on a champ you gain this broken MS buff for x seconds"?

Remember when Riot said they wanted Ahri to take skill? Yeah I remember too which is why they put so much emphasis on landing a charm. So why did they just throw it out the window this season?

I'm sorry, was getting to play a champion who becomes an assassin every time she reaches level 6 or her ult comes off of cooldown not enough for you? Is the stupid ms her q has ON CAST not good enough for you?
