You already nerfed his W last patch. You nerfed his mana regen in 4.20.
He is already considerably weaker than he was at worlds and Koreans are starting to notice this as he is no longer 100% pick/ban in OGN.
This nerf will literally make him unviable and completely gut his late game. If this goes through he will not get picked in a single competitive game again. Stop nerfing champions after they meta has already shifted away from them.

He's always been one of my least favorite Lane opponents in top or mid, and it's about time he's getting set back a little. If it's too much I'm sure they'll compensate him a bit.
Also, balance isn't only for competitive play. And no one should ever be anywhere close to 100% pick/ban, even 50% is too popular. I highly doubt he'll be irrelevant everywhere, only possibly he won't be a go-to pick in competitive play.
