It wasn't to buff him. It was to fix gameplay issues. Those issues are mostly fixed, just numerically nerfed atm since he is still by nature a snowbally champion and they don't want him getting out of hand off the bat.
Don't call it trash just because of numbers nerfs, that has 0 to do with the mechanical changes. Like they said, he's in a much better state for buffs and nerfs and we will for sure see buffs from it.
Feel free to make justified complaints about the mechanics though, but Riot doesn't care about the numerical QQ's right now.
Those issues are no wear close to being fixed

The reason people are furious is that they waited over three years.
They waited over six months of riot saying they were working on various ideas.
This was originally supposed to be done in December, then it was pushed back over and over.
Now they said they ran out of time and were not done.
This is also a bandaid of fix before the diver update that was pushed back for a second tank round.
So now we are even worse off until over a year?
That's like telling your doctor for three years you have erectile dysfunction then one day he cuts your junk off.
One day they will have a bionic replacement so just wait.
