As a melee champion, an ally Jarvan ult trolls me more than even Bard. He's a bad champ.

Jarvan always runs into the fight and screams "I'm helping!" and then throws a giant wall blocking me from getting to the enemy I want to kill. He saves the enemy more than a Bard does, and usually dies in the process.

Can we erm... Fix this? Maybe let allies pass through his terrain (and nerf his numbers a bit if this makes him OP)? When I hate having one on my team more than having a Bard, there's an issue.

He's a support that used to be a jungler and top laner.

Technically, he has to ult an enemy champion, so at least one target should remain in the circle until they die or dash away (or sometimes ignore unit collision and walk through it because it's minions, but it's supposed to require a dash). It's not like Anivia's or Taliyah's wall that can be cast at any location. There should be at least one "enemy you want to kill" in there, in theory.

Yes, but if he locks me outside of the wall, then I can't kill the enemy.

Oh, gotcha; I was thinking more about being locked in rather than locked out.

I ran into the unforetunate instance where a Jarvan ult was in a choke point, and me clicking near his ult made me turn around and attempt to walk all the way around the normal wall it was intersecting. Was the stupidest fight ever as my J4 has trapped two people in his ult and as a Brand I'm literally running back and forth trying to get in range to cast an ability and pathing is screwing me up.

Well I know you said it's okay to nerf his numbers in trade of getting free terrain pass through ability, but think about the rest of his kit in addition to a wall lock. He already has a knock-up, slow/shield, and free AD. This would make him about on the same level as Camille before she got nerfed on her release.

EDIT: If you read his ult, it says you can re-activate R so the walls go down and allow you to move freely from the cataclysm. This means it isn't necessary to change his ult at all, really, because it's a lack of skill/game knowledge that is causing your issue. If your 2/3 J4 won't press ult again to let you engage, it is his fault, not the design of the champion.

not the design of the champion.

No, it's the design of the champion. Like Bard, he is one of the few champions who can actively hinder and troll his teammates. That is bad design. I shouldn't have to play at a handicap just because my Jarvan is essentially playing on the enemy team because he's bad at his champion. When I would rather have my Jarvan, Bard, or Tahm go AFK because they are more useful by just staying out of my way... That's bad design. In Jarvan's case, it could actually be fixed.
