It got way too overnerfed, it takes too long to stack up + you cant even use spells to help you stack anymore.
The way it is it should have a 6 or 8 total stack (with the same amount of AD you get from max stack now), or atleast make it so you can stack with spells again, it really needs some help so it can fight this new broken tank mastery.

It is not supposed to generate stacks with spells anymore, unless the spell applies on-hit effects.

UPDATED: Fervor of Battle STACKING Hitting champions with basic attacks and abilities generates a Fervor stack (2 for melee attacks, 2 second cooldown for abilities). This is unchanged.

It has this on its patch notes: V6.22 UNDOCUMENTED: No longer grants a stack on ability damage. Stack increased to 10 from 8. One stack now 1 - 6 (based on level) AD instead of 0.90 - 13.99 (based on level) on-hit physical damage. Maximum 10 stacks grants 10 - 60 (based on level) AD instead of 7.2 - 111.92 (based on level) on-hit physical damage. Stack duration reduced to 4 seconds from 6.
