because she kills tanks better her laning phase is better and she has way more utility in teamfights

bait out something in her kit for a chance at possibly out trading!!!!!!!!!!!!!!

everyone knows fiora is busted but there are just more problems in the game right now to be bothered with her

a riven main that would take 50 rounds with fiora over quinn/jayce

She doesnt have an aoe stun for the first point, jax tends to be able to live a lot longer in teamfights also.

In response to your original question: not really - they are both balanced champions (meaning that as damage dealers, their damage output is supposed to be close, even if the methods/mechanics are different). Jax can do fine against Fiora - just have to farm carefully, play patiently, look for your openings, freeze the wave outside of your turret and occasionally take advantage of the odd jungle gank.

Personally I would look for some games by Hashinshin (North America) and Duke (i.e., yes, that Duke formerly from SKT, now on Invictus - Korean server) for some ideas too.
