I'm not saying that she's op. It's just that she offers A LOT to any team compared to what other immobile ADC's bring to the table.
I feel that's mainly because what she offers is extremely well-packaged, whereas champions like
,
or
technically have a ton of power, only not as well-refined as for
. Ashe can lay down much more crowd control, for example, but a lot of it is diluted and perhaps even a little redundant (she has the same slow on two different abilities that achieve the same thing).
can pop out from anywhere and shred back lines extremely quickly, but struggles against the implementation of his stealth, which is still something Riot's trying to solve on all champions with the mechanic.
is stuck midway between being a sniper, a tank-buster and a CC carry, and could probably have some effects switched around or tweaked to make his core strengths shine better; and
is an AoE carry who was reworked at a time where AoE was thought of as something to be discouraged on marksmen.
Going back to the original quote, though, all of these marksmen you mentioned have instant, on-demand crowd control of some kind, even if it's really weak. All of Jinx's abilities, even her steroids, are super-telegraphed, so if someone invades her personal space, she can't immediately slow, stun or root them. She needs a little bit of time to rev up, which is why she's intended to struggle in close combat.
