Are stuns supposed to interrupt dashes?
I had a game as 
and I stunned 
mid-dash multiple times, but for some reason he always just keeps going through the dash anyways.

Depends on the dash. Some of them, if timed right, will continue till they finish, and then wait out the duration of the CC at their end location, while others while get interrupted.
Also, different stuns will block more dashes, such as veigar stopping most.
No.
Knockups and knockbacks do however. Anything that causes the status airborne.
