What makes divers not just juggernauts but with mobility/cc?

Divers are typically squishier than Juggs.

They aren't as tanky. Think of them as assassins with a way to engage but without a way out of a fight.

Diana is a diver because she can get in and kill someone but she doesn't have any other mobility to get her out like an assassin such as Leblanc Zed could.

They're between Juggs and Assassins.

Juggs are tanky with a good amount of damage. Divers are engagers with a good amount of damage but not that tanky Assassins have a shit ton of damage but no tanky.

right now, nothing much. because theyre having access to the same items, and a lot of divers have really high base damage in their kits.

however when the tank update hits, that should change a bit. as far as ive seen theyre planning on nerfs to resistance items across the board and to redistribute those stats into the kits of tanks and juggernauts directly.

this should make tanks and juggs who buy those items largely more tanky than divers like Hecarim who buy the same items.

also shit like tank Ekko shouldnt happen anymore.

Juggernauts are usually stronger defense-wise and have higher base damage. Sometimes it can get blurry though.

Lets take a poster child from each class- Darius as the perfect Juggernaut (some would argueIllaoi ), and Vi (maybe think JarvanIV as well) as the perfect Diver. Keep these in mind with the explanations: -Juggernauts have innate tankiness, from high base stats and shield/healing effects because they have to wade through damage, Divers have high mobility instead. -Juggernauts have insane DPS to ALL Targets near them, Divers have high burst on a single target. -Juggernauts need to meet some condition to start damage (Darius needs 5 stacks, Illaoi needs to set up as much tentacles as she can in one way or another), Divers get their damage in an upfront burst combo.

That's part of the reason divers need a class update so badly. They're just the middle-of-the-pack champions who tend to either be "assassins, but with durability!" when they're strong or "tanks, but squishy!" when they're weak.

The other big reason is that there's almost nothing distinguishing any of the divers from each other.

honestly the whole concept of divers is kinda hard to grasp, apparently their stats are the same but as you said they have mobility and on top of that their window of power is very short while a juggernaut has a more stable damage out put, currently that's not true either but conceptually that's how it's supposed to be
