Why don't they make ADC's Abilities scale with crit?

I think because it would lock adc's into an even smaller "viable" niche. As it stands there are only so many builds that are actually worth doing but changing the scaling to be off crit would kill things like bork or bloodthirster from being usefull
because then you get
