That's because they hardly changed anything. Love tapped his bases while massively increasing the AP ratios on the same abilities, so functionally he is almost no different.

Thats because Riot didn't nerf Ekko, they made tank worse and AP better. The thing is AP Ekko last patch was still at the minimum an A tier pick and buffing it did make it so tank Ekko isn't as strong, but AP Ekko only got unfathomably stronger when it was already in a good spot.

More or less the changes didn't balance him, they just imbalanced his other half.
